the default padstack shows top, inner1, inner2, and bottom ... does that means that via will always connect to all those layers? i am confused ..

Example, i have two pins on a footprint that needs to be connected, one is on top and one on bottom ... i see the ratline, i click to route it, and i run a trace, then switch for example from top to bottom .. now, if i used the default padstack that says top/bottom/inner1/inner2, does it mean i would be connecting all layers together? or the program is smart enough to know and adjust that only top to bottom should be connected? or do i need to make a new pad stack that connects only top to bottom?
