wierd lines, incomplete routing

my board will not route, and what are these wierd lines from the corners?

i have 4 layers, the two inner layers are power and ground, and i started the routine process by connecting all ICs power and ground lines to the appropriate inner layers ... but it never completed routing ... there is more than enough room and i set clearance values low ...

also, how do i tell the router which are power planes?

Air wires from a GND and power polygon? Looks like because these polygons are inner layers, vias needed to make the rest of the wiring are prevented, possibly due to design rules.
